SUMMARY
The Traffic Operations Center is responsible for various activities related to traffic management. One of its primary tasks is to detect and respond to real-time traffic management data information from multiple sources. These sources include security cameras, closed-circuit television (CCTV), video display walls, call-ins, and others.
In addition to data detection and response, the center also verifies and classifies various traffic events. This includes identifying congestion, incidents, unique events, construction, and device malfunctions. The verification process involves using CCTV and coordinating with other personnel.
To effectively monitor traffic events, the center operates cameras and scans multiple monitors. This allows them to monitor, verify, and diagnose the events as they occur.
Furthermore, the Traffic Operations Center plays a crucial role in notifying travelers about traffic events. They activate and change Dynamic Message Signs (DMS) to provide traveler information and alerts regarding ongoing traffic events. They also create and post DMS messages using specified formats to keep travelers updated.
Effective communication is a key aspect of the center's operations. They regularly communicate with TOC staff, agency maintenance technicians, and agency traffic management personnel to share information about traffic management and ongoing events.
In times of confirmed incidents, emergencies, and unique events, the center coordinates with various stakeholders. This includes agency traffic management personnel, first responders, emergency personnel, and other private providers. By maintaining open lines of communication and collaboration, they ensure efficient response and management of such situations.
MAJOR DUTIES AND RESPONSIBILITIES

- Is fully responsible for all activities within the Traffic Operations Center
- Ensuring all TOC activities such as system validations, checks, and reviews are being properly handled, managed, and documented.
- Manage TOC personnel related to training, supervision, disciplinary action, terminations, evaluations and/or raises. Update employee training manuals and operational procedures.
- Views, create, modifies, and enables response scenario plans when a traffic event is detected. Evaluates and respond to major incidents, by determining lanes blocked, injuries, fatalities, spills, and estimated incident duration and by confirming First Responders.
- Analyzing and reviewing the TOC requirements and implementing continuous improvements to the processes and documentation
- Assist with data collection including monthly reports, travel time reports, incident reports, and any other reports requested.
- On call 24/7 to respond to critical emergencies and will serve as the Primary Client contact for critical emergencies.
- Performs other job-related duties as assigned.

- Good teamwork skills and an active working attitude are required.
- Must be able to demonstrate computer proficiency, especially in Microsoft Excel, Word and PowerPoint and other PC-based programs.
EDUCATION AND/OR EXPERIENCE
- Minimum High School Diploma.
- College Degree from an accredited college is preferred.
- Minimum four (4) years of experience required, in a supervisory role in transportation, operations, or logistics environment.
SUPERVISORY RESPONSIBILITIES
There are supervisory responsibilities commonly associated with directing the activities of multiple business departments and the management of employees.
