JOB SUMMARY:
The IT Manager plays a critical role in supporting the Northwest Parkway by ensuring the reliability, security, and performance of technology systems that enable tolling operations, highway infrastructure, back-office business functions, and enterprise operations. This position requires deep understanding of the tolling and transportation environment, including field-based operational systems, combined with strong expertise in enterprise and corporate IT.
The IT Manager is responsible for executing technology strategies, managing day-to-day IT operations, and ensuring that both mission-critical roadway systems and administrative technology platforms operate seamlessly. Success in this role depends on the ability to bridge operational highway technology with back-office systems while maintaining high availability, cybersecurity, and regulatory compliance.

JOB RESPONSIBILITIES:
Highway & Field Systems Support
- Oversee IT systems supporting highway and tolling operations, including lane equipment, roadside devices, cameras, sensors, networking hardware, and related infrastructure
- Partner with operations, maintenance, and engineering teams to support field technology needs and troubleshoot system issues impacting roadway operations
- Coordinate installation, maintenance, and upgrades of field systems and ensure minimal disruption to tollway systems and operations
- Serve as the IT escalation point for critical incidents impacting field systems and customer-facing technology
- Work with vendors and integrators to support tolling, ITS, and highway-related technology platforms
- Organize and supervise daily monitoring, maintenance and troubleshooting of roadside equipment and servers
- Take part to the on-call process to ensure 24/7 reliability of the toll collection system
- Ability to run and terminate network cables in indoor and outdoor envionments
Back-Office & Corporate IT Support
- Manage day-to-day IT support for office-based staff, including desktops, laptops, mobile devices, printers, collaboration tools, and core business applications
- Ensure reliable network connectivity, cybersecurity controls, data backups, and system access for all users
- Support enterprise applications, including HR, finance, payroll, and operational systems, in coordination with corporate IT teams
- Oversee IT asset management, inventory, and lifecycle planning
- Organize and supervise daily monitoring and maintenance of servers and processes
- Test and apply new software and maintenance patches
- Coordinate and provide (as needed) Helpdesk support to Back-Office and Call Center users
Leadership & Governance
- Act as the primary IT point of contact for the Northwest Parkway project, coordinating with corporate IT leadership and external partners
- Develop and enforce IT policies, procedures, and security standards in alignment with company and client requirements
- Manage IT vendors, contracts, and service-level agreements
- Participate in budgeting, forecasting, and planning for IT-related expenditures
- Provide guidance and support to on-site and remote IT support resources as applicable
Compliance, Security & Risk Management
- Ensure compliance with cybersecurity, data protection, and regulatory requirements applicable to transportation infrastructure
- Support audits, system documentation, and incident response activities
- Identify technology risks and recommend mitigation strategies to ensure business continuity
QUALIFICATIONS:
The IT Manager is expected to demonstrate hands-on knowledge across both operational technology (OT) and information technology (IT), including:
- Microsoft 365 and Azure / Entra ID administration
- Hybrid identity, endpoint management, and mobile device management (Intune, MDM)
- LAN/WAN and network security infrastructure (firewalls, switches, wireless, VPN)
- Monitoring and security tools, including firewall analytics and intrusion prevention
- Voice and communications platforms (VoIP, call center systems, SD-WAN)
- Active Directory, Group Policy, DNS, DHCP, and certificate services
- Endpoint security and threat protection
- Backup, restore, and disaster recovery solutions (on-prem and cloud-based)
- Virtualized and cloud environments (VMware, Hyper-V, Azure, AWS)
- Support for Dedicated Short-Range Communications (DSRC) and short-range wireless systems
- Security and surveillance systems, including CCTV and NVR platforms
- Bachelor’s degree in Information Technology, Computer Science, or related field, or equivalent experience
- Minimum of 8 years of progressive experience in IT infrastructure, operations, or technology management
- Demonstrated experience supporting tolling systems, transportation infrastructure, or field-based operational technology
- Strong background in enterprise and back-office IT support
- Experience managing vendors, budgets, and technology portfolios
- Proven ability to operate in a 24/7, mission-critical environment
- Strong interest in emerging technologies and digital innovation within the transportation and tolling industry
